Mr. Baxter is an environmental engineer with the Division of Environmental Protection at the National Institutes of Health.  He is retired military who worked with the Army Corps of Engineers serving disaster relief missions during floods, hurricanes and earthquakes, both nationally and internationally.  He also served as the Senior Reactor Operator for the nuclear reactor at the Armed Forces Radiobiology Research Institute.

After retiring from the U.S. Army he worked with the Integral Group, a deep green engineering firm with offices internationally.  He was  project coordinator who served in multiple supervisory and project management position. Mr. Baxter has extensive experience in project and facilities management, sustainability, commissioning,startup, design, design review, electrical power production including the installation and operation of power plants, electrical distribution, switchgear testing, and electrical maintenance. Mr. Baxter also has worked on numerous national and international projects involving knowledge of government and local contracting procedures.
