Leo Angelo M. Gumapas is a Commissioned Officer in the United States Public Health Service and the Environmental Compliance Officer for the National Institutes of Health (NIH) Bethesda Campus Central Utility Plant located in Bethesda, MD. He is responsible for ensuring the CUP complies with all environmental regulations and overseeing the maintenance and operations of the CUP’s industrial water systems. He received his Bachelor of Science in Chemical Engineering and Master of Science in Environmental Engineering from Clemson University, and he is a licensed Professional Environmental Engineer. He worked previously as a Consultant in Kennesaw, GA helping industries comply with the Clean Air Act and as a State Regulator in Columbia, SC enforcing the Clean Air Act.
